Would this be considered racist?

My friend is going out with a black guy and she's white. I'm fine with it. But my other friend said she doesn't like it because it's mixing. And she said if god wanted us that way he would have made us that way. She comes from a long line of southern racistes. She'll proudly tell you her grandpa was in the KKK and her dad, uncles and grandpa were open racists and hate blacks. She says she's not racist because she has black friends. And she says she not racists she just think they shouldn't date. Because God would not approve and doesn't want it that way. Is she a racist?
