Can you buy animals at Petula's Paper Pets in Viva Pinata Trouble in Paradise?

I want a chewnicorn but in order for a chewnicorn to come, i need to be a horstachio mater romancer. In order for the horstachio to appear, i need to have a ponocky in the garden. All the sites I've been to said to buy it at Petula's Paper Pets but I don't where specifically. Also I'm a level 54 gardener if that helps any.
