Cat urine odor removal?

Neighborhood cats have been urinating in my front garden, so in one planter we put strictly rocks, no plants, no dirt, just rocks. The cats are still urinating there!!! This is driving me nuts, I cant keep my front door open because the smell fills my house, its disgusting! Anyone have any advice on how to remove the smell???
