Can someone please help me remember what movie this is?

All I remember is the movie cover was of the sea, very stormy,and there were 2 men on the front cover (it looked like one was saving the other from drowning), it was a military movie (wanna say about the navy seals) and I think Kevin Costner was in it, but I'm not sure, I have not found a movie with that description that he plays in. I remember the movie cover alot better than the movie itself. Can you help me? Thanks.
